Recent U.S. State Department Advisory for Indonesia: Exercise Increased Caution

Recently, the U.S. government has updated its travel advisory for a Southeast Asian nation.

On April 30, the U.S. State Department elevated Indonesia to a Level 2 Travel Advisory, urging travelers to “Exercise Increased Caution” due to heightened risks of terrorism and natural disasters.

However, the advisory takes a more severe tone for certain regions within Indonesia. A Level 4 Advisory, which strictly advises against any travel, applies to Central Papua and Highland Papua, including specific areas like Jayawijaya, Nabire, Timika, and Mimika.

The advisory explicitly warns that “violent demonstrations and conflicts in Central Papua and Highland Papua could lead to injuries or fatalities among U.S. citizens.” Travelers are advised to steer clear of demonstrations and large gatherings, as there is also a risk of kidnapping by armed separatists.

Further concerns were highlighted in February 2025 when students throughout Indonesia began demonstrations against the policies of President Prabowo Subianto, according to Reuters.

The U.S. State Department also indicated significant limitations on its ability to assist U.S. citizens in emergencies, especially in the aforementioned high-risk areas. This limitation is due to the requirement for U.S. government employees in Indonesia to obtain special authorization before traveling to these regions.

This advisory was issued just a day after a similar advisory was announced for Papua New Guinea, Indonesia’s eastern neighbor, which was assigned a Level 3 advisory urging travelers to “Reconsider Travel” due to risks of crime, civil unrest, and piracy. Additional precautions are advised due to potential kidnappings, the presence of unexploded ordnance, inconsistent healthcare services, and natural disaster risks.

Papua New Guinea’s specific areas like the vicinity of the Panguna Mine on Bougainville Island and the Highlands Region (excluding Mt. Hagen and Goroka) carry the most severe Level 4 warning due to ongoing civil unrest.
